I have 2017 Forester 3011ds. My fresh water fill will only work at a very small trickle and even then the water will come back out. It takes about 20 minutes to put in 3 to 4 gallons. What can I do?

We have a 2023 Riverstone 39RRKFB and want to fill the fresh water tank. We turned the handle to "Fresh Water" and turned the water back on but it's not filling. Am I missing a step? Thanks so much for your help.
