New here, I inherited my dads 2005 Cardinal and I'm hooking it up for the first time. Have city water hooked up but water heater won't fill. when I open the pressure relief valve no water or air running out. What am I Missing, I don't think there is a by-pass on it. Thanks

I noticed that there is a toggle switch on each hot water tank and an electric switch on the control panel. Do I need both switches on to get hot water or does one switch control the electric heater and one switch control the propane heater? Thanks all for your input!
