what is the rear dual torque spec, i am seeing 450to 500 ft lbs

I have a 2019 Melbourne Prestige 24LP. There is limited external storage so i have a cargo carrier on the back hitch but wondered if anyone has put on a front hitch. I have an e-bike i would like to put on the front. Is this something that could be installed?
