I have a 2015 unit,removed toilet and found flange broken, does the flange unscrew or is it glued.

Our black tank is FULL & won't drain. My husband thinks that the rod that goes into the valve has detached from the drain plate. So the rod goes back & forth but the valve doesn't seem to be opening. Is there another way to get the black tank drain valve to open?? ANY ideas to solve this...
