Have been told class 8 truck can be licensed as R.V. with additions of 110V plug-in, portapotty,
running water, removeall of fifth wheel. Plus goose neck setup. What dept. to contact for inspection/approval?
Goal is to pull large stock/horse trailer for private use, Without the commercial expense.

Ask your local DMV what they require as they will be the ones who issue the revised title. They will also advise you if you need any endorsements such as for air brakes or heavy vehicle, which are required in some States.

There is a Federal list of requirements for a vehicle to be considered an RV. You need 4 of the 6 when I did mine but this list has changed in the past.

Having a 5th wheel has nothing to do with it. Except that they can and often will charge you with the "Heavy Use Tax" as you can still use it to pull a load for gain, same as a Class 8 with a roll-up door and a garage area, they will consider that a load area too in some States and charge the "HUT".
